Compartmentalization of the building into fire resistant zones, so if a fire breaks out it cannot spread to adjacent zones.

Protection of building structure against the effect of a fire within a zone, so as to prevent collapse or failure of the zones.

Provision of fire alarm system with adequate and obvious notices showing emergency exits.

Emergency lighting to give adequate illumination in the event of main lighting failure.

Fire fighting equipment provided for tackling small fires, hose reels and sprinklers for larger fires.

Occupant training, what to do in case of a fire.

Provision of adequate and obvious fire escapes.

Good house keeping, no clutter, no rubbish.

Regular inspections to ensure that all of these provisions are maintained and used properly.
References :
Used to do inspections as part of my job as an electrician many years ago, but the basic principle remains the same.
